We have a 'really advanced' forum setup, so it should be a matter of ticking a couple of boxes and then it will be hard if not impossible for them to send them. Do guests even NEED the PM ability? sure it might make it a little more tricky if they need help with an application but thats what we have the IRC for, to communicate issues. Maybe even have a amount of posts you have to make before you can PM? 25? 50?
