hours early.

Today, I decided to fix that problem. After some modification and code-wrangling, I got fed up and found a Better Way.

As it is now, the times should be 100% accurate(don't know what will happen with DST).
Also, if you mouse over an event(link) on the Event Times page, you will see the time of that event in your own time. Note that this time is -not- the time you set as your forum timezone, it is whatever time that your -computer- thinks it is. So long as your computer's clock is right, this is right also.

Hopefully this will eliminate all need for mentally calculating what time some event is, and, say, being an hour off or something.

On the Admin side, things have also been changed. Before, a council would have to set time like this:
array(0,5,0,0)
The first being day(0-sun, 6-sat), hour, minute, second. And they had to set it as EST.
Now, however, they can simply go:
'Sunday 05:00 AM EST'
Easy as pie!

Robbie, we only had to use numbers for the days for the WEEKLY, Recurring Events, not for normal one-offs, but thanks all the same.
Check the Event Times tab now though, the aussie raid is in red and shouldn't be showing anymore, but it is (weekly events).

First, yes, I know. I got the other one working with this same solution quite a while ago, but only recently managed to make it work on a weekly basis.

Aussie raid wise, Its supposed to show for one hour after, but I haven't specifically checked it. It may end up showing as red for the rest of the day...
