The Outpost gets the PvP activity going (I hope), but the community events are still lacking. As I tried explaining in Vephy's post, some action needs to be done.
I got this idea from Guild Wars (another mmo I play) but am adjusting it to RS. Again, I continue with this mission thing. HOWEVER, it requires minimal effort from the WG staff.
The concept doesn't involve WG as a clan. It just gives the members something to do IN runescape. You know undeniably that runescape loses its touch over a while, and you always people talking in irc saying how bored they are.
So what if every day we put up a thing to do. Example:
Monday - Win two games of Castle Wars.
Tuesday - Solo kill the King Black Dragon.
Completing this has no immediate effect, but doing 4/7 of the objectives will earn you an attendance point and 7/7 will earn you 2.
Maybe every day could have a them... for example...
Minigame Mondays (Trawler, GOP, Barrows, MA..) Team Tuesdays (CW, BA, SW, PC, SC..) Penguin Wednesdays (Complete the D&D) Treasure Trail Thursdays (Complete a treasure trail) Boss Killing Fridays (KBD, KQ, Bork, nothing too difficult..) PvP Saturdays (FoG, Duel Arena Tourney, Fight pits, actual PvP?) Slayer Sundays (complete X slayer tasks)
The current "November" thread as well as the other pvp months become stickies. The community event topic days are just topics. The task is posted the night before or the morning of by any staff member. The screenshot of completion is taken with a given code in the text box.
This isn't a clan event but it will get people in the game. Rekindling interests is the first step to coming to events.
Yeah, this is a work in progress.....

Ah now that's a good idea. What we could do is take advantage of things that people don't usually do - like open up different aspects of Runescape to them.... very different things every day/week. Like one day could be to win 2 games of cw as you have suggested, whilst the other could be to catch 5 chompy birds or something.
