Just wondering why this guy is still allowed to hang around our teamspeak and forums, after being kicked from WG and then causing this kind of trouble on guest forums?

I don't know why he's still hanging around this clan after being kicked from it. He's clearly a liar about half the things he says, and from the 1 conversation I have had with him I disliked his attitude. Clearly, reading this post should show you he's just out to start a fight.

I don't see him offering anything beneficial to the community soon, he barely meets our requirements anyhow, so would it be better to just ban him and be done with his bickering and trolling which is currently in the public view?

It's just another of those really stupid people who cause trouble. Him being kicked from WG was a great move, and since he is continuing to cause trouble, might as well ban as well.
