I think this list could be used in a similar way to the list for the previous war, except this time change people's colours when they sign up to reflect the percentage chance they give to them being at the war. That way it is extremely obvious who has yet to sign up so we can tell at a glance.

Just an example of what I am thinking these could be used like:

Sign Ups:

Joe
Bob
Phil
Lacy
Noob
Robertwnoob

Where say green = Signed up 80-100%, yellow = signed up 50-80%, blue = Signed up 0-49% and of course red = not signed up.

This way we could tell easily who didnt sign up, and correspondingly give out punishments to those people if needed.

Perhaps a seperate topic to keep a tally?
I mean for one missed sign up, there shouldn't really be a punishment, but more of a warning. Everyone has things come up at randoms times.

I know I have forgotten to sign up or post that I won't be there. Yet we do need to make sure people at least post something. Every little bit helps. I like the idea of the list. Forum pm's are one thing I always look at. Maybe as the event gets closer, pm them in IRC if they haven't signed up?

These are Week long prep's at least according to RAW rules, so realistically we can take a look at the list after 3-4 days and pm the remainder to get them to sign up.

I dont mind commiting to do that, obviosly I would only be willing to do it for important wars (for RAW ranks etc.)
