Nope Tmal it was just before we were council together. I remembered this. It happened just before the next council was installed, which was End Mar/1 Apr 07. I thought it was rather refreshing, although some of the points were like "huh? some good points but uhm...not so sure" to me. But it was necessary, I thought it was a good refreshing attempt, had really appreciated that. So, didn't think it was nonsense at all.
