Stoke? Allowed to Apply for Raid Leader?

Well, he asked me today, and I'm not so sure, I want to know what everyone else thinks.
He does lead very well...
But he just got out of Council and he did delete his account, breaking the 2 weeks.

I say no, and let him wait it out for the next apps, to save the shame of Council.

He is a very very good leader but I still don't have much respect for him because of the way he left council...

He is only applying, we can decline him.
Yeah, actually, just incase we need to get Stoke in as Raid Leader, I'll say yes.
