From now on, the Council have been assigned to specific Level Three groups and we'll be moderating your activity each month.
We have a lot of staff and we don't want some people to fall into inactivity and let the others do the work.

He is talking about activity in terms of hosting events, doing apps, and being on IRC. Not necessarily posting in level 3 only which is what it sounded like
