It's a Pickaxe and a Woodcutting axe, Every log it cut's also gives some firemaking Exp.

You need 92 firemaking to get it since you need to get the max amount of things lit it 10 minute and the highest requires level 92 firemaking... So yeah, im not sure if it compares to dragon pic axe, but it seems like it. I wish i could get it, but too far away tbh.

i know this is off topic. but i highly reccomend the use of dust runes over 1 earth and 1 air. you will save a spot in your invent(dust is air/earth combo) but you will also save money cuz dust runes are like 10 gp each.

It's not a Dragon Pickaxe, per se. It's a combination of a Dragon Woodcutting Axe and a Rune Pickaxe. So there could still be a Dragon Pickaxe release down the road.
