TBE alliance over?

Since then he's flammed TBE at every war he#s been to and perpousfuly comes to our events to flame our members, and comes to our wars and reports us for clan spamming...

I thought we agreed months ago that it was fine to let him in the lobby but we weren't going to let him join?
Why was this issue not discussed in lvl 4/none of the evidence posted since late july?
