An event status higher than 1 will always help....
Activity is the most noticeable way to say to the leadership "I am ready for higher" as generally, the more active you are the more able you are to fulfill the requirements posted in that thread above.

Yep, Being active and friendly on forums, IRC and ingame events is the absolute best way.
