An Event Quota

I've messaged this idea to two Council members, but got meager feedback. I made that decision because I though the idea might stir up some controversy within the clan. Well, I've made a new decision to post it in public.
The idea is simple - a quota. For those that don't know what the word means, it's basically a minimum. An event quota to clarify things.
This is idea came to me when I started thinking about our attendance to events. When it comes to big things, like wars or PKRIs we're pretty good about pulling big numbers. It's things like raids or weekly events that get the crappy attendance.
My suggestion is we implement a mandatory 2 events per week, one combat related (ie: raid, war, PKRI) and one non-combat related (ie: ToG, D&D, Agility events, Farming Runs). It's pretty simple. Just attend one event of each category and you're set.
When Elias made his post about modifying the way raids are, and having the one "big raid" which would be mandatory (his words, not mine), made this idea even more worthwhile. It would already take care of the one combat event requirement.
Then for non-combat events, it's just to get more people to go really.
It's pretty sad when we leave ToG, go SC and can't even start a game when we get there because we don't have enough people for two teams of five...not even 10 people.
Then for raids, the idea is to get people that don't normally go to raids, to go to them. Also, hopefully others would join in and realize that with more people, raids are more secure and more fun, and don't have as much Rune loss. They could spread the word from personal experience and get others to go as well.
This would also be a great way to monitor activity. If people aren't meeting the quota two or three weeks in a row, then they get punished. Obviously for some people, yes, I'm talking about Aussies it'll be a little tough. When Jadi gets back, things will ease up and then for combat events it'll just be a matter of timing. Obviously we can't ask Aussies to stay up until 3- or 5AM every single weekend. So maybe short prep PKRIs or Mini Wars could be the solution there.
It's all open to modification, but I think it doesn't do any harm, or if it does, the good outweighs the bad.
If the idea doesn't go as well as expected, then scrap it. At least something was tried to boost the attendance of the smaller events.
NOTE:
I am not targeting of the Raid Leaders or Event Leaders when I made my comment about the Aussie timezone. It's just plainly obvious that there just aren't many events during that timezone. Obviously you can't give up your RL obligations to host RS events for us, and I'm not asking you to do so, just merely stating a fact. When Jadi gets back the non-combat events will be covered, and like I said short prep combat events are a possible solution for that part of the idea.
I just don't want anyone saying "WTF, it's not our fault there isn't anyone in your timezone," or "I can't stay up that late just to host events," or "I've got things IRL to do, so what do you want me to do?" I'm making it clear RIGHT NOW that I'm not asking you to do any more than you already are, but just to acknowledge the fact that we are lacking in Aussie based events at this moment in time, and that it will soon even out.

I believe there should be stricter attendance, but not with small skill events, ToG shouldnt count towards this, although it is an event point it takes 10 mins out of your week.

if you hover over the event attendance bar there's a "current event status" number. isn't that basically a quota?

I do not believe you are targeting us when stating there is no Aussie events However if you did not realise i am actually hosting an aussie event this Wednesday and plan on hosting more on future Mondays and Wednesdays if this goes well as it is my free days off college and i am choosing to get up early to give you guys events. So ill be a little annoyed if no one turns up. Other then that i think its a good idea because it is annoying like when we cant even get a game of stealing creation 10 people to an event is not alot to ask for when we easily pull 30 to a 3 hour prep war so maybe enforcement of an minimal attendance of say 1 - 2 events a week could help to resolve this issue.

Suggested something similar sometime ago.
It's a good idea and I agree with it.
It may however require some more events and raids to make everyone attend, now personally I'm fine with that, but some people may complain about having 'too many events' or 'too many raids'. If we can get that out of the way, I'm sure this'll work.

I suggested sometime ago that we make the attendance for ToG + The event after it one ONLY and not two, if someone wants to get the attendance point they need to go to BOTH ToG AND the other event for at least 20 minutes (Depending on the type of event).
Should fix it this way imo

2 Events would almost be physically imposible for me. We already have something like that. Aka, your attendance point. Since it goes down 1 per week, you need to keep that up at the top, and you can see those that aren't participating.

I believe the basic idea of this is very good, but the effectiveness would just be redundant with the events bar. Now it maxes out at 12, which means that someone can't go inactive for 100 weeks and not be kicked via sight of the bar (George).
However, I believe that most everyone should be at 6 to 8 on the events bar at least unless they have posted an inactivity topic. For me at the moment, it is kinda hard for me to attend 2 events, but I still try. You can't forget about the people who really try.

Quota won't work. Alot of the events are suck ass times for Aussies. Unless they bring in a Aussie Event Leader to make a few small events for aussies to help. I mean eg. War with RE .... That monday is the monday most aussies go back to school, and it's at about? 4am in the morning or something!?!?!
Alot of wars/pkri's etc are on sundays for all you guys true that, but it's on mondays for aussies, which means back at work and back at school.

RE are GMT based and they're the defending clan, so they get to dictate rules, has nothing to do with us getting more GMT/EST events and leaving out Australian events.
But seriously, if you have problems with Australian events, then instead of waiting for council to bring you an Australian event leader, make your own events, you'll help yourself out and other Australians without going all the way to asking council for Australian Event Leaders.
By saying that, I don't deny that we need an Australian event leader, because we do, but until then take the initiative by hosting your own events.

This is what you get when your clan covers most of the timezones. People are going to get left out, one way or another. (Aussies) Unless someone getting left out takes own initiative and make events simular to the ones they miss. For wars is almost impossible though.
As for the main topic, I think its hard to set a quota, and I'm sure council has there ways to see who is ditching events/wars. Well I hope they do.
Also, when doing it like this, some could go to the Skilling event, and ditch the raid/war. Because they already went to 1 mandatory event.
If I misread or something lemme know, is still early for me.

Event quota may not work as well as just taking the count down 2 at a time, but I don't know if that is such a good idea. We have some people that would need to go to ex member or something if we did this.
TOG is still an event and people leave whatever they are doing to come to it. It encourages people to come to the event that follows. I really don't see this as a bad thing. If someone is low in attendance I usually point out how they can get 2 events in easy at this time. I have not seen anyone abusing this and using it for their only event either.
Whatever is put in place needs to not be so complicated that staff ends up with a lot of useless extra work. So it should be an easy to maintain plan.

What some people are misunderstanding is that I'm setting a quote for 1 COMBAT event and 1 NON-COMBAT event. So that's two events in total.
To those thinking I'm complaining about how bad the Aussie timezone has it, this is not the meaning of the post. I use that timezone as an example as to how some exceptions could be made for some spans of time.
I'm going to ask people just not address the part about Aussies as the main point, and rather the suggestion. The talk about Aussies was simply an example.
The event count is for total events. I'm saying require one event for EACH part of the clan; Combat and Non-Combat - TWO EVENTS.

1 normal event a week is easily achievable, but 1 combat a week is pushing it
