In Romancing SaGa 2: Revenge of the Seven, learning new powers for your party members isn't just about leveling up. Instead, it revolves around the Glimmer system, where characters can unlock new techniques (Techs) through moments of inspiration during combat.

How Glimmers Work
A Glimmer can trigger during battle when the following conditions are met:

    The character is using the right weapon for the Tech (e.g., Spears for Spear Techs).
    Their skill level with that weapon is high enough.
    They already know a Tech that can lead to the new one.

If these conditions are met, a light bulb icon appears next to the applicable Tech, indicating the chance of triggering a Glimmer. Stronger enemies, like bosses, increase the likelihood of a Glimmer, while weaker foes reduce it.

Unlocking Spells & Defensive Glimmers
Spells don't Glimmer during battle like physical attacks. Instead, spellcasters can unlock new spells after battles if they consistently cast spells in an element they specialize in. Defensive abilities, like Parry or Evasion, can also Glimmer when a character is attacked, though it's more random.

Managing Your Powers
Each character can have up to 8 Techs, 8 Spells, and 4 Evasions. If you learn a new move in battle and already have the maximum, you'll have to choose which to keep after the fight. If you discard the new move, there's a chance it will Glimmer again in future battles.
